What is an Airport Overlay District:
This was designed to expand the airport and the overall capacity of the airport. The airport needs to expand the runway in order to increase the traffic flow and the revenue to the City and County. They are projecting that over the next 5 to 10 years that the air traffic over the Rock Hill/York County Airport would increase from 44000 take-off and landing events to 88000 take-off and landing events if the current zoning passes.
It will take 14 million dollars to expand the runway. Rock Hill/York County does not have the ability to pay for this without Federal funding. Federal funding will be provided if the Airport Overlay District is in place.
The overlay will require specific restrictions on properties for height requirements, landscape requirements, lighting requirements, sound requirements and expansion requirements. This will also require every homeowner to have a document on their property to notify every potential buyer that you are in an airport zone that has placed restrictions on this property.
