Rock Hill and York County must show justification that they have 90000 prop or 700 jet events. These events are one take off or landing. The jet justification must be a jet that requires the longer runway in order to take off fully loaded. The airport does not have documents to support this.
FUNDING:
Title 14 part 150 stipulates and defines a Noise Compatibiltiy Program.
Order 1500.38C stipulates the grant requirements. It states in Chapter 4 - 428e that the noise contour map is not required as part of the funding process.
Further sections state (805) it does require a noise study for environmental issues.
Requirment of the noise mapping is stipulated in the grant program depending on the type of funding is requested. Different funds have different needs.
NEPA (National Evnironmental Policy Act) does require the Noise Contour Map and more. NEPA is part of the funding process.
